An island municipality in Caraga holds both halves of a problem that usually sits in two different provinces. On one side, coconut households with a material nobody buys. On the other, a tourism sector being asked to account for what its amenities are made of and where they came from. The two have never been introduced to each other.
Husk disposal costs a vendor about PHP 20 per sack primary (Supply-chain validation interviews, 5 vendors, Q2 2026). Nationally the same material accumulates at ~4.1 million MT a year, 46–90% of it burned or dumped published (Concept Note v2), across more than 2.5 million published (Philippine Coconut Authority, via Concept Note v2). Where the material and the buyer sit inside one boundary, the husk does not need to get on a boat, and neither does the money.
A conversation is now underway with the municipality's leadership about siting a coir processing and manufacturing operation there.
What came back was more interesting than a welcome. The municipality offered space inside an existing facility rather than a grant, and opened the question of what commercial form the arrangement should take — a lease, a share of sales, or a joint venture on the pattern it already runs for its own wastewater plant. That is a better starting point than a donation. A lease has two parties who both have to keep showing up.
The shape of the arrangement
The model runs four steps and all four stay inside the municipality. Bughaw Innovations buys the husk, so material that earned nothing becomes income for the household that grew it. The husk is defibred and prepared at a local facility. Trained residents assemble the finished item, with assembly roles going to women first. The finished item is sold into an accommodation property on the same island.
What the municipality brings is a site, an introduction to its Municipal Agriculture Office and its coconut farmer groups, and the standing of a local government that has already built the thing everybody else is still writing frameworks about. No municipal capital outlay is being requested. Bughaw Innovations brings the operations, the training, the quality systems and the buyers.
The equipment and the trained workforce stay in the municipality permanently. That is the point of structuring it this way: the town is being asked to host something, not to bet on anyone.
What a local government brings that money cannot
The useful discovery in this conversation was not the site. It was that a municipality which has already run a materials programme end to end asks better questions than a funder does. Where does the power come from. Who runs it on a Tuesday. What happens to the households if the buyers do not appear. Those are the questions of somebody who has been accountable for a rollout, and answering them properly makes the plan better rather than merely polished.
The second thing is distribution. A local government that other local governments visit to learn from carries a model further than a supplier can carry it alone. If this works in one municipality, the version that travels is the municipality's, not ours.
What is being established next
Municipal-level coconut data is not published anywhere in the national record — not by PCA, not by PSA. The husk volume available in the municipality is therefore not yet a number anybody can cite, and establishing it with the Agriculture Office and the farmer groups is the first item of the next thirty days, alongside a site walk and introductions to island accommodation operators.
